History

In order to strengthen the management and supervision of motor vehicles, enhance the efficiency of administration, improve services of great convenience to the public, the Ministry of Transportation and Communication commissioned the Data Communication Institute under the Directorate General of Telecommunications (DGT) in October 1981 to be in charge of the planning, designing, developing and building the largest Distributed Electronic Motor Vehicle Inspection Network System in the whole country, which was launched in March 1984 and then completed with the connection throughout the whole area in February 1986 through the efforts in five periods. However, due to the continuous increase and expansion of services, the original mini mainframe HP-1000 was full-loaded. Besides, the framework can not be expanded further, the Data Communication Institute, therefore, proposed the draft of the “Development Plan for the Second Generation of Electronic Motor Vehicle Inspection Network System” at the “Review of the Electronic Motor Vehicle Inspection Network System and the Seminar for the Development of the Second Generation System” in 1989, and then presented the “Overall Plan for the Second Generation of Electronic Motor Vehicle Inspection Network System” after discussing and correcting with participating supervising managers.

The Second Generation of Electronic Motor Vehicle Inspection Network System which we assisted each Motor Vehicle Offices to launch one after another from August 1993 to February 1994 carries the spirit of the first generation to serve for the public's convenience and improve service quality, adopts the framework which is more scalable, the windows output interface that is more user-friendly, the communication network that is easier for management, the operation procedure which is simplified as much as possible, to perfect safety precautions for the system; integrates other services related to motor vehicle, provides various information for management and decisions, and combines the “Motor vehicle inspection Information Service Network” in order to expand the services for motor vehicles, aiming to reach a new milestone for the supervision services. In order to fully utilize the functions of the Second Generation of Electronic Motor Vehicle Inspection Network System and the resources of the network equipment, to maximize the benefits of the services for the public, and to avoid the public from traveling between the household registry offices for services to motor vehicles. The Motor Vehicle Inspection System initiated the cross-area motor vehicle service for the public, with the pilot run of cross-area change of connection operation for the whole nation launching through 3 different stages from October 1994 to February 1995. The service was expanded to every motor vehicle offices around the whole country in March 1996, aiming for the goal of diversified services for the public's convenience.

Since 1997, due to the transfer of all the violation cases to the motor vehicle computer system for management according to the newly adjusted regulations of the Punishment Systems of the Road Traffic Management, and the input of the coverage information for the Compulsory Automobile Liability Insurance, the establishment of the regulations for motor vehicle inspections and the searching system, the image processing for document, the open-up of the service for change of whole area connection, and the establishment of functions for the unified depositor accounts in the motor vehicle inspection information, the Motor Vehicle Inspection Network System has been planning to expand current system equipment in order to contain more violation information for motor vehicles and driver for high quality services of the information system.

Besides, in order to accommodate the Executive Yuan's “E-Government Plan”, the Motor Vehicle Inspection Network System plans to launch Internet services for the Electronic Motor Vehicle & Driver Information System in January 1998, aiming to expand the services for the public's convenience, and increase bases of motor vehicle services.

The establishment of the Electronic Motor Vehicle Inspection Network System is based on the conception of “Reinventing Government, Simplifying Policy” presented by Mr. Hsiao, the former president of the Executive Yuan, with the goal to free the public from the inconvenience of traveling between offices for motor vehicle services. The Ministry of Transportation and Communication, therefore, accommodates the “E-Government Plan” of the Research Development and Evaluation Commission Executive Yuan and adopts the application of the GCA (Government Certification Authority,GCA), commissions HINET-NET to launch the website of the Electronic Motor Vehicle Inspection Network System, and combines the systems for household registry, tariff and trade, finance and police administration, with 7-day- a-week, 24-hour-a-day government service bases, in order to expand the services to every household. Therefore, people can check and pay all kinds of fees and apply for various services for motor vehicles with the computer network at home which is safe and convenient. Besides, with connection to all motor vehicle offices around the country, people can complete various procedures for motor vehicles directly through connection to Internet without the limitation of time and locations.
